Request to use my photo for non commercial purpose

Dutch website requested to use my photo for non-commercial, research purpose:

Dear Henry Leong Him Woh,

We are doing a research on sustainable cities; urban greenblue grids. This non-commercial research will result in a book and website and is funded by the Dutch government. It will take a closer look on how cities can become more sustainable with the use of water and green grids. The project we're doing has a small website with the latest updates (in Dutch): groenblauwestedenbouw.nl

For our publication we're going to use illustrations and examples. For the chapter Biodiversity and Green Roofs we're looking for some good examples, like the green roofs in Singapore. My request is if it is possible to use the following image? And is it possible to get it in high resolution?

This 2 websites saw my Biopolis  tops the search engine, just copied my photo and featured it in their websites, I wonder did they understand the wordings I put up, hope that they pay me for my photo which top the search engine with 11,000 views:

One person very smart he copied my photo to his website to use it to attract traffic, when I called him he claim ignorance and said sorry, later very fast he took down my photo and put up his own photo which is the similar location I took the place, he already taken the photo of the same location, because my photo top the search engine, he it put up my photo to attract audience to his company website.

I had numerous of my photos published in various medias. Some with my permissions, some without my permissions.

Some asked my permissions and attributed to me.

As long as my photos are use for non commerical purposes and credit to me, I will allowed it to be used.

Some I wrote to them they refused to reply me, some took down the photos.

I has been taking photos for more then 30 years and was a printer for more then 5 years.
